TSMC: capital approval is not qualified packaging capacity

TSMC approved broad capital appropriations including advanced packaging. The approval does not quantify CoWoS capacity or prove bottleneck relief.

Evidence and interpretation

Capital allocation provides evidence of investment intent. Capacity relief requires a separate operating evidence trail.

On 11 August 2026, TSMC’s board approved approximately $29.44 billion of capital appropriations. The stated uses span advanced process capacity, advanced packaging, mature or specialty capacity, and fab construction and facility systems. The announcement does not allocate that total exclusively to CoWoS or disclose incremental qualified CoWoS output. [T1]

ConstraintAlpha interpretation: Track the conversion of investment into equipment readiness, process qualification and accepted production. The board authorization is one milestone in that sequence.

Monitor packaging-specific disclosures, ramp schedules, yield information where available, and customer delivery evidence. Keep wafer demand, packaging capacity and memory availability as separate research questions.

What would weaken the thesis? Evidence that competing capacity or changing architectures reduce the constraint, or that new capacity earns weaker economics than expected.

The appropriation supports a capacity-investment narrative. It does not, by itself, prove either a current shortage or its resolution.
