Advanced reactor deployment is increasingly a fuel-cycle problem, not only a reactor-design problem. Many designs need HALEU, but usable supply requires several separate steps: uranium conversion to UF6, enrichment, deconversion or metallization, fuel fabrication, packaging, transport, and qualified customer programs that can absorb the material.

The tightest bottleneck can move across the chain. Enrichment capacity gets the headlines, but conversion, deconversion, metal-fuel preparation, TRISO manufacturing, nuclear graphite, and licensed transport packages can each delay deployment. Why is HALEU a bottleneck?

HALEU requires specialized enrichment, conversion, deconversion, fuel-form processing, transport, and licensing capacity. A shortage at any step can delay advanced reactor deployment.

Are all advanced nuclear companies direct HALEU plays?

No. Some companies are fuel suppliers or processors, while others are demand anchors whose reactor programs validate supply-chain need without necessarily capturing fuel-cycle margins.
